It doesn't sound like a locked account to me. You get a pretty clear message about that when you try to log in if it is locked or disabled.

Have you changed your password recently on another device? Can all your devices connect to the Internet?

If you don't receive your verification or reset email, read this Apple Support article: If you didn't receive your verification or reset email - Apple Support

"When you make certain updates to your Apple ID, we’ll send you an email to help you complete the update. For example, you might have reset your password, reset your security questions, or added a new email address to your account."

If you find you can’t sign in, reset your password, or receive verification codes, you can request account recovery (read this support article: How to use account recovery when you can’t reset your Apple ID password - Apple Support ) to regain access to your account. Hello, ArjuCheema

If you or someone else enters your password or other account information incorrectly too many times, your account will become locked. I believe this is what you are currently experiencing, you can use this Apple Support article If your Apple ID has been locked or disabled – Apple Support.

If you find that this is not the issue, we would be happy to help you further, I hope this information helps.

Take care
