It doesn't sound like a locked account to me. You get a pretty clear message about that when you try to log in if it is locked or disabled.
Have you changed your password recently on another device? Can all your devices connect to the Internet?

If you or someone else enters your password or other account information incorrectly too many times, your account will become locked. I believe this is what you are currently experiencing, you can use this Apple Support article If your Apple ID has been locked or disabled – Apple Support.
