I had turned on reduce motion for a few weeks and it worked, but now when I turn it off it shows that it’s turned off but it never actually happens. Please help me. Please give a reply fast.

You could check in Settings > General > Software updates, to see if there is an update waiting to be installed. If so, using the newest compatible version may help. (NB: If an update is available: You may want to back-up your data for safe-keeping before updating.)
Else: If your iPad is already up-to-date:
You might want to try restarting your iPad, to see if the setting change you made comes into effect then:
