Use System Information to check for Metal support

On Mac, you can also use System Information to check for Metal support:

1. Press and hold the Option key while choosing Apple menu  > System Information.
2. Click Graphics/Displays in the sidebar.
3. Check the information on the right for Metal Support or Metal Family:

• • If you see Metal Support, you will also see the version of Metal supported.
  • If you see Metal Family, your Mac supports Metal 2 and earlier.

Is the Photoshop application the current supported version for macOS 14 Sonoma

If it is and only the user can determine this

The issue would be an Adobe Issue

Apple can fix Apple Services, Applications, Operating Systems and Accessories 

Apple can not fix Third Party Applications
