i am not able to see read recipient option for messages in iphone 12

the option to enable is in Settings>Messages>Scroll down and you’ll see Send Read Receipts . iMessage needs to be enabled first.

Read receipts can be sent and received ONLY with iMessages. They do not work with SMS messages.
If you would like to see the read receipt feature then you will need to turn on iMessages and it will work with iPhones. NOTE: All SMS messages (Green Bubble) will not work with the read receipt feature.

Your steps are correct but you will need to turn on the iMessage first to see the “read receipt “ option if iMessages turned off this option will not be available!
Does it say that ? I think it does.
What happens when you toggle "Send Read Receipts" on?
