Accessing an iCloud backup for a device no longer owned

I need to access some files from an iPad backed to iCloud before I wiped and returned the device for credit. I recall accessing specific files from an iCloud backup years ago but am being told it is only possible by downloading the ENTIRE prior backup onto an iPad. Is it not possible to either access individual files from the backup, or if not, simply download the backup to my iMac to work with it?

Windows, Windows 6

OK, thanks I guess, but does anyone know of a 3rd party app or other workaround to get simpler access to my files individually without having to blow away everything on another ipad? Is there one to allow downloading to my iMac?
This dilemma gives me serious concerns about depending on iCloud backup.

What concerns with iCloud backup, it doing it job, you backup to the cloud and if you need data you restore from said backup.

Quit putting the blame on Apple when it is your own fault that you lost a file, Apple gave you the tools on how to recover it.

use your favorite search engine to find 3rd party software.

You can try iMazing or similar.

iCloud backups do exactly what they say they will do. No where does Apple say that you can extract individual files.
