PHOTOs -Moving (or not) from "Library" to a Folder or Album

Like InBoxZERO, I would love to _move_ the photos in the "Library" out of the Library and somewhere else, and the photo BE there, but not still cluttering up "Library".


This is NOT possible. Right?


I'm on icloud.com, I go into photos. I attempt to relocate Library photo(s) to Albums or even a Folder, but the photo stays IN the Library. (And just read the whole... if you delete photo from album, it'll still be in your library. And if you delete the photo from the Library, it'll be deleted anywhere that the photo is also ..in.)


So I need to learn to find a something along the left nav, that ISN'T Library?


Ideally, the new home would be accessible on devices, maybe with a low-rez on the device, that you could select and download original size? (my 200MB iCloud is about full, and I'm trying to gather things (eg. Events) together into ...something.


Suggestions greatly appreciated.

There is no option to not have all photos in the Library.

There is no option on the left sidebar where you can place a photo that is not in the Library.

Note that there is always only one photo in storage and if you add photos to Albums, there is still only one photo but it is displayed in multiple places.


Photos are synced to any device where you turn on iCloud Photos. If you turn on Optimize Photos on a device where iCloud Photos is turned on, photos on that device may be lower resolution space-saving versions if that device is low on storage space.
