How do I fix call issues between my Apple Watch and iPhone?

My Apple watch died and I got a new one. Now if I try to call my cell phone from my home phone (voice over IP) it doesn't go through to my iphone and no message is saved. This all started after synching my new Apple watch to my iPhone. Phone calls have worked from many other cell phones and messages and texts come through. It just doesn't work on my home phone and I wonder if it isn't working from other land lines. I have checked for airplane mode, blocked numbers and do not disturb. My brother called and he was able to hear my recorded message greeting but if I try to call my cell phone from my home phone it uses the generic computer generated greeting and then doesn't save messages. I suspect it's a simple setting but can't figure it out. I have reset my internet router, restarted my Apple watch and my iPhone. Any ideas.
