Apple charged me for something I didn't buy

So. Im being charged $12 something by apple them selfs. I dont know what it’s for. But because i didnt pay the $12 something i cannot download anything. I talked to apple about it and they told me to just pay it but i do not have the money for that. Bills and all that are alot right now. I dont know what to do because apple wont help me with it, im not paying for something i didnt buy
