Users in Tanzania can’t shop in the online Apple Store of other countries (like UAE). Apple will send products only within the country of the online Apple Store, with payment methods and currencies for that country or region.
As Apple doesn’t currently have a Store presence in Tanzania, you will have to shop at Apple Authorized Resellers there.

You’ll have to choose for the payment methods as offered on the site for your own country, if available, which would typically not include cash on delivery, but (authorization for) payment in advance (to be billed at sending time).
