iPad - images not loading. Message says “Network settings prevent content from loading privately.”
What network setting does this mean?
I recently added Norton 360 to iPad and now it shows VPN which I cannot turn off.

Get rid of Norton 360. It does nothing useful, and just slows down your device and causes problems like you are seeing. To get rid of the VPN go to Settings/General/VPN & Device Management/VPN, tap on the profile and remove it.
