Apple ID for screen time won't work

I've been trying to add screen time on my devices, but they all ask for a passcode before adding an app limit. I don't know the passcode and I went to change it using my Apple ID but it keeps saying "Failed Passcode Attempts." I don't know what to do since I tried to click "Forgot Passcode" again after the entering Apple ID place but it wont work. The same thing is happening on all my devices. I'm not sure if the passcode is under another Apple ID cause I only ever had one. If there was a way to reset the Apple ID under the screen time passcode or just that at all, please tell me.
