Is there a way to download Siri for use with VoiceOver?
why are so many options in the Voiceover section/siri not available for me to download download?

Wondering what it is you are trying to download:
Eg: from the linked article below:
"VoiceOver uses the same language you choose for your iPhone. To choose a different primary language, go to Settings> General > Language & Region, then tap Add Language".

Eg: says:
