I have not set any limits but on all my apps it says the time limit is up. I have tried restarting my phone but that does not work. In settings it says I have no limits until the time comes, then it shows a limit

If parental controls are not in place on your iPhone, you might want to check whether a ScreenTime setting has been accidentally set:
If On ... then tap Turn Off App & Website Activity.
