That is not directly possible.
An Apple ID owns whatever iCloud data is associated with it. A different Apple ID looks like a different person, and cannot simply have all a different person’s data moved en masse.
If the two Apple IDs actually belong to the same person, then the Apple ID should simply have been charged, so it would be the same Apple ID with just a different email address.
