They can see your location but you can’t see theirs

My significant other was out of town in Detroit, MI . I went to check his location and it came up. I could see he was in a car going somewhere and all of a sudden his location disappeared for an hour, but he could still see mine. He claims that it was because of the area in Detroit that he was in? Is it possible for this to happened? And our later I got a message that he started sharing his location with me.

It is possible that you would not see his location if there was no cell service, but you usually only get the message that a user has started sharing their location after it was previously switched off. You will not be notified if they stop sharing their location, but do see the message when it has been started.
