Forgotten Passcode on spoilt old iphone

My old iphone is spoilt. It is currently off. Now I have a new iphone but I can't set it up because a code had been sent to my old iphone and I have forgotten the passcode and the iphone is also off.

The code be sent to my email instead because I remember my apple ID and password
