Why do I have to restart my phone to get hot spot to work?

Have an iphone 12 pro and when I turn on my hot spot to make it discoverable it cannot be picked up by any device. I need to restart my iphone and then turn on the hot spot for it to be seen. If I disconnect from the hot spot for any reason and then want to reconnect I need to restart the phone again!

Is there any workaround for this? I've tried turning wifi on and off, data on and off, airplane mode on and off etc to no avail.

Others have similar issues but no one seems to care.
