Apple devices are synchronised using iCloud:
Settings > [Your Name / AppleID] > iCloud - enable Apps and Apple Services that you wish to synchronise between devices
As for your non-Apple watch, you'll need to consult the manufacturer's own technical support pages. If it is possible to synchronise with Apple devices, there will no doubt be appropriate guidance and/or documentation.
