Is there a way to use the money that’s on the “Apple Card” Not Apple Pay for third party services like steam, Psn or anything alike? It seems we’ve made a mistake and loaded up this card and now other than calling support I would like to know if there’s any good reason to use that card when Apple Pay is practically the same thing with less restrictions

If by "Apple Card", you mean an Apple gift card (and not an actual Apple Card, which is a credit card), it can only be used in the iTunes or App Store. Just like a Target Gift card can only be used in Target and not Walmart.
