I have almost 2TB of extra storage, but my photos won't sync to my iCloud.
I've tried restarting my phone, I've made sure that low-battery mode isn't on, I've tried turning Photos on and off in the iCloud settings, but nothing seems to work.

how much free space is on your device?
what status message displays in photos? Open photos, tap library, scroll to the bottom.
be sure to plug in your phone and walk away for the sync (generally overnight).
depending on the size of your library the initial sync can take time.

New iCloud Session:
Log out of iCloud on all of your devices and then log back in. Perhaps it all needs to resync?
