How to manage space on iPhone and iCloud for iBooks?

iCloud account has 30 Gb free, iPhone has 10 Gb free, iCloud shows 476Mb in iBooks in 2 separate listings(?), iBooks shows 3 books downloaded but will not allow further downloads as iPhone reports iBooks storage full when I try to download from my iCloud account.
