Discovery Channel Plus and Fox News Channel Live
If I purchase the Discovery Plus App and the Fox News Channel App, can we see live broadcasts, the same as if we were on a Cable Program?

Discovery+ has (much) more than Discovery Channel on cable. It is also VOD, so not linear/live TV. You don’t have to tune in at a specific time.
Fox News is only available in combination with a pay TV provider package. That is their business model; they want the automatic kickback fees. There are some non-cable TV providers, notably linear/live streaming services, but they offer groups of bundled packages, much like cable, not individual channels. Probably still cheaper, though.
