It says that there is a problem regarding a pending bills , and it asks me to log in iTunes and look thru purchases history, although i don’t have any pending bills

There must be some issue with your payment method and probably a pending payment, even if you are not seeing one. There's no other reason for that message.

Why does iTunes prompt me to check for pending bills when I don't have any when Downloading Apps?
