Why won't iTunes sync .mov files from iPhone/iPad to Windows backup?

Produce .mov on iphone/ipad and transfer to a Windows backup. Itunes will never sync it back to the iphone/ipad. Why?

I have lots of .mov files on my Windows PC (all were created by an iphone of ipad). They reside in the same library as my photos. However when I run iTunes, it ignores them.

I have tried about a dozen or so video converters to try to change the format to various flavours of .mpg/.mp4/.mp3 etc but iTunes is resolutely refusing to copy them to my iphone/ipad.

Note: I Know you can change the setting to High Efficiency (.HEIC) but that's not what I am asking here!
