How can I avoid unwanted/unauthorized charges from App Store?

Why do Apple keep taking money from me? And how long does it take for the payment to stop pending?.

The only way Apple attempts to take money from you is if you tried to purchase an app, made an in-app purchase or downloaded an app with a free trial and forgot to cancel it before it turned into a paid subscription.

If you did any of these things, then you now owe Apple the amount.

If you have a pending payment that has been unable to be charged to you, it will remain Pending until it can successfully be charged. It will never be removed or stop being in "Pending" status. You must fulfill the legal contract you entered into with Apple and pay whatever it is you now owe.

Once its successfully charged and paid, you can request a refund for it. If its a subscription, you will need to cancel it before requesting a refund.

Are you certain the charges are from Apple, and not a scam?

If you have charges on your credit card for this charge line, but no matching items actually charged by Apple, then your credit card has been compromised. Contact your card issuer. Have them reverse the charges if possible, then immediately cancel that card and have them issue you a new one.
