Can’t find a way to use two factor

I would like to use two factor authentication on my iPad. I have an iphone and ATT. However, when I travel and stay in vietnam for five months ATT does not offer phone coverage. My iphone is just a clock and camera. I do have wifi in vietnam but not linked to any phone just my iPad. For the other seven months I am in the USA. It’s the travel that stops me from upgrading. Suggestions?

iPad Pro, iPadOS 17

Unfortunately those are the limitations of the system. You need a second device that can receive a verification code, either by phone service or as a notification over the Internet. Why isn't your phone working with wifi? I did a lot of traveling abroad with no phone service on my iPhone but had no issues with wifi. That's your solution.

From: Get a verification code and sign in with two-factor authentication - Apple Support

A code is sent first to your trusted devices automatically:

"If you have a trusted device running iOS 9 and later, OS X El Capitan and later, iPadOS 13 and later, or watchOS 6 and later, the verification code is displayed automatically on your trusted devices."

If you don’t have a trusted device handy, you can choose to have a verification code sent to your trusted phone number as a text message or phone call.

1. Click "Didn't get a verification code" on the sign in screen.

2. Choose to have the code sent to your trusted phone number.

3. You'll get a text message or phone call from Apple with your verification code. This text message might include an additional domain validation line. This line includes the @ symbol, the website name, and your code (for example: @icloud.com #123456 %apple.com).

4. Enter the code on your other device to complete sign in.

"If you can’t receive a verification code on your trusted devices automatically, you can get one from Settings, even if your device is offline."

On a mobile device go to Settings > [your name] > Tap Password & Security > Get Verification Code.

On a Mac: Go to Apple menu  > System Preferences [System Settings], then click Apple ID. Click Password & Security > Get Verification Code.

In theory you shouldn't need to get a code unless you completely reset a device while traveling. Once it is recognized by Apple it should stay trusted.

The iPhone doesn’t work with wifi because there is no carrier….

A phone doesn't need a carrier to work with wifi. If you are using a carrier you are using a data plan to connect to the Internet, not wifi. The two are completely different services. I used to use an iPhone that had no carrier. No phone service. It basically acted as an iPod and I would connect to wifi wherever I could. Of course there has to be a wifi service to which you can connect. Some public places have them (though security is a question then, though I don't care who can see if I am browsing for a restaurant). Many hotels and places like that have them, libraries, etc. The phone I had was an old one that had a defective speaker, but I didn't care since I was mostly using it to check email at the end of the day. During the day I was traveling to places that had no carrier service anyway (mountains). Plus if the phone got lost or stolen I didn't care too much about something that was pretty much worthless and of no real use to somebody else.

You also ask "Would I be able to still receive text messages on the iPhone even there’s no calling phone service?"

Yes, if your phone is connected to a wifi service. You do that by finding one in one of the places I mentioned earlier and logging into the wifi service. Your phone is then connected to the Internet without using a carrier.

Connect to Wi-Fi on your iPhone, iPad, or iPod touch - Apple Support

 Connect to a Wi-Fi network

1. From your Home screen, go to Settings > Wi-Fi.

2. Turn on Wi-Fi. Your device will automatically search for available Wi-Fi networks.

3. Tap the name of the Wi-Fi network that you want to join. Before you can join the network, you might be asked to enter the network's password or agree to terms and conditions [ Use captive Wi-Fi networks on your iPhone or iPad - Apple Support ].

You may be confused about this because it is possible to transform a carrier's data service into a wifi service using a phone as a hotspot. That's if you want to connect a computer to the Internet but don't have a local wifi service or an Ethernet outlet. You use your phone as an intermediary to host the computer over wifi and the phone is using a data plan to connect to the carrier and from there to the Internet. That's all another thing though.

As I said earlier though, you normally should not need to receive additional verification codes once your device has been authorized once by you. The two factor system is to prevent somebody else from getting access to your account should they somehow discover your Apple ID and password. Apple is then asking them for the verification code which is only available if a person also has a trusted device that has been used with your account previously. Once something is trusted then it stays trusted unless you wipe it.

Exactly what do you mean “Using 2 Factor Authentication” for your iPad?

2FA verification codes are NOT used to limit access to your trusted devices. (that is the function of your mobile device passcodes or Mac passwords)

Apple does not provide a means to require a 2nd factor to access to your device.

2FA for your AppleID prevents unauthenticated access to your AppleID from untrusted devices

I’m not sure of this next statement at all but here is my thought. ATT does not offer any phone service in Vietnam, however, my ATT phone number is still active. Would I be able to still receive text messages on the iPhone even there’s no calling phone service? That would facilitate receiving an authentication number via text.
