Why can’t I sign into apps with apple id

I do have parental controls on but my mom is Toatlly okay with letting me sign into apps with Apple ID I don’t even know if that is the problem a app “dyol “ option to sign in is with Apple ID and I want to sign in but when I press it it says “can not create account your Apple ID cannot be used to sign in to other apps” and the only option is ok not telling how to fix it or anything. So how do I change that or fix it?
