I am not satisfied with this behavior.
1. place media "A" on the timeline.
2. enlarge/rotate media "A" to create a compound clip.
3. applying a shrink or crop to the compound clip does not produce the intended result.
When I do the same process in DaVinci Resolve, it works as I intended. I feel this behavior is correct.
Am I sensing something wrong?

I don't have DaVinci. Does it have some equivalent notion to compound clips?
To my mind, the scaling behavior of FCP is correct, in the sense that the compound clip still contains all the information about the constituent clips. It seems to me that you are interpreting a compound as some rendered version of what was seen in the viewer at that point.
The clip was larger, but the portions cut out are still retained.
So scaling back down recovers this.
Let's set rotation aside for a moment.
If you scale a clip by 200%, make a compound, then scale the compound by 50%, FCP produces the exact same result as if there was no scaling at all; whereas, DaVinci seems to effectively crop the clip, so it is at the same scale are original, but trimmed so only the central part appears.
Does this describe what you see accurately?

As a stopgap solution, I apply the border effect to the compound clip with the border set to 0, which gives the intended behavior, although it is tedious... :(

I'm testing on M1 Max and FCP 10.8 and Compound Clips work just as they're supposed to.
A Compound Clip is a container. Anything done inside of it, stays inside of it. Anything you do the the Compound itself will affect only the Compound container, not what's inside. If you rotate a clip inside a Compound, it rotates the same all the time. If you scale the Compound, it scales, as the clip inside rotates, and is scaled.

FYI, I just watched a YT tutorial on Resolve Compound clips, and they work exactly the same as FCP Compound clips.
What behavior are you expecting and how is it behaving differently from expected?
It may help us better understand and assist if you can post some screenshots - please include the Inspector so we can see which clip and settings are being affected.

I just tried to replicate your example with the title and generator, and I do not see the error you are showing.
Try deleting preferences. Any difference?
I can answer the first perplexity "?" (fourth image). This is correct. Scaling the compound to 50% effectively counteracts the scaling of the original clip by 200%. The result you get is equal to just applying the 45 degree rotation to the original clip, without changing its scale. So this one may have seemed incorrect, but isn't.
I will experiment with the cropping and will come back.
It is a bit difficult to read the info in the inspector, as the resolution is not very great, but one thing seems clear: having the title or not should not affect how scaling, rotating and cropping work on the compound clip. This seems definitely a bug.
I will see if I can reproduce it. Maybe there is something weird in your setup. I will report back.
I have simply displayed an example in one clip, so there may be many misunderstandings.
Compounding with multiple layers will change the behavior. This is very annoying.
However, if you say "that is the specification," there is nothing we can do about it, so we will do our best to work it out.
