Is Family Purchase Sharing on the App Store currently broken?

Previously, family purchases could be viewed by:

1. opening the App Store on iOS

2. tapping on your profile picture

3. choosing “Purchases”

4. selecting a family member

This is the approach described on Apple’s support pages (https://support.apple.com/en-au/HT201085)

Now, “Purchases” is replaced by “Purchase History” but selecting this option no longer includes a step to choose the family member and the history appears to contain only personal purchases. Purchases made by family members are not visible and cannot be found anywhere else. I've checked iOS and macOS and family purchases don't seem to appear anywhere.

Has this gone somewhere? Is it temporarily down? Was there a bug in a recent update?

In the possibility that this could be a bug, I've also filed FB14178434 but I'm asking the question here, too, to look for a quicker answer, if one exists.
