Not able to change my email address which is used for signing in to my apple id

Hi,

I'm currently trying to add another email address to my apple id for signing in.

After entering the email address i receive a verification code.

When entering this code i keep getting the following message: "We cannot process you request, please try again later".

I have tried this now for a couple of weeks and nothing is changing. Can someone help me?
