Music Songs Take Two Tries to Stick.

Here's the issue: I create a playlist in Music, and then drag the music files over to populate the list. I quit Music, reopen it, and the songs are gone. I then drag the music files a second time, quit Music, reopen it, and now they are there. So, the question is: why do I need to do this twice?
