Siri Not Working Sonoma 14.5

Can't download any of the Siri voices on MacBook Pro M3 36GB. Everything is up to date running on Sonoma 14.5. Sounds robotic and says "Siri voice will take effect when downloaded" but not possible. Have to click on Siri icon numerous times to even get a response as it doesn't always work. Contacted tech support and they can't figure it out. Has nothing to do with my internet connection as I have 2 of the exact same laptop & the other one doesn't have this issue. Anyone else experiencing this?

Troubleshooting Siri on macOS:

A. Try Ethernet:

Rather than using WiFi if connecting via Ethernet makes any difference.  Ethernet is a hardwired connection making it more reliable, and trustworthy connection. Having no Ethernet Port this would be the adapter to use: The Belkin USB-C to Gigabit Ethernet Adapter - Apple

B. Single-Out this User:

Try a new administrator user, seeing if you can down load it with that user. If it works, then it is an issue with you current user. If not, then it is an issue with the entire Mac, and you should try reinstalling the macOS: Add a User or Group on Mac - Apple Support

C. Try in Safe Mode:

In Safe ModeLogin Items do not run at login, certain preferences are set aside, and damaged system files are then reset. So, once booted in to Safe Mode, wait 30 seconds, and then boot up normally, attempting another update install. For instructions, go here: How to Use Safe Mode on your Mac - Apple Support

D. Reinstall the macOS:

Go Here: How to Reinstall macOS from macOS Recovery - Apple SupportImportant: Be certain to create a backup of your Mac prior to all of this. That way, you can have something to restore from the Mac from, should anything go wrong with the reinstall. Once reinstalled, try this once more.
