Call Rogers who told me it is an iPhone problem.
Rogers is wrong or lying or unwilling to do the troubleshooting required. SMS is a carrier feature. Call them back and keep escalating the issue until you get someone who can fix it.
Secondly, my Message settings does not have option for Send as SMS.
"Send as SMS" is a feature that a lot of people are confused by. It does not turn SMS on or off. All it does is, if an iMessage fails to send as an iMessage, it will automatically re-send it as an SMS. If you don't have SMS enabled on your phone, that might explain why you don't see it.

This bug has not been taken care by Apple as it appears long time ago (10 years).

As noted above, SMS is a carrier feature. Only your carrier can fix it. However, if you want to consult with Apple, start here:
