Allow Random to receive iPad notifications

I’ve seen this 3-4 times keep clicking Dont Allow what is it?

Keep Getting Alert “Allow Random [MAC address] to Receive Notifications” in past week, I have been getting alerts asking if I want to receive notifications on my iPad from “Random” with different addresses, as seen in pictures. I obviously click “do not allow” but worried someone is trying to compromise my iPad. It has happened at different locations. Any idea where this is coming from and should I be concerned?

Do you have any other Apple devices?

The MAC/hardware Address shown in the screenshot doesn't resolve to a specific hardware vendor - and as such is assumed to be randomly generated.

If the identified device does not belong to you, you should reject the permission to forward notifications.

I do have iPhone and MacBook Air. I wondered if that might me the share but have never seen that pop up on either of those.
