Glitched app icon can’t be deleted or removed from Home Screen and isn’t in storage or library

iOS 17.5.1 Downloaded a game from App Store and it wouldn’t load properly so I clicked uninstall and the picture for the app icon changed but was not removed from the Home Screen. The apps icon is stuck even though it seems it was uninstalled because it’s only on my springboard not in my App Library, nor in app list in storage and nothing happens if I tap on it to try and open it. I’ve tried restarting the device, placing it in recovery mode, and there are no restrictions on stopping me from uninstalling apps.
