iCloud photo's - Disabling local PC storage

On my PC, iCloud photo's is set up to download and store locally all photo's and video's taken on the iPhone. I am aware that if I delete any file from the PC, it will also delete from the iCloud storage and other devices and I don't want to permanently delete this content. The problem is that the local storage on my PC is now completely full and my PC is crippled.

However the "Free up space" option which should allow this method to work is not showing up as an option in File Explorer on my PC


Any advice on how to enable the "Free up space" option or to be able to safely remove iCloud files stored on the PC without them being lost from iCloud would be very welcome ?
