I am working on an eBook with a lot of pictures and videos that have actions. I was hoping to easily create a second table of contents and set the style in the cation and select that style for my second table of contents and call it a Media Glossary. I can set a style for the captions, but when I select that style in the second TOC the cations don't populate the second TOC. Any ideas?

Pages wasn't designed to create a table of captions. The caption text is in a text box whose classification is object caption, not caption. Although the ToC style panel does include the option to enable Caption, it does not see object captions, and thus a table of captions cannot be generated.
I guess I should add that you can manually construct your table of captions with leader dots to page numbers where the caption appears. Then use Pages bookmarks to link those table of captions page numbers back to the respective caption. I haven't done this, but it should be possible if you are so inclined.
The downside of this effort is a do-over if captions change page locations due to document changes.
