I;m paying for 2Tb of storage in the iCloud, but it will "automatically" only store a fraction of that amount of data. How can I use the remaining 1.7 Tb of space in my storage account? I want to store many things there, but I can't figure out how to upload them.

You should be able to upload any files to iCloud by storing them in the “iCloud Drive” section in your files app. It appears to be automatically uploading your photos to iCloud, but if you want to upload any files you have to move them from the “on my phone” (or Mac) to the iCloud section.
