Unfortunately, the developers at the medical program have abandoned support for older phones.
The iPhone 7 Plus cannot run iOS 16.
You will need an iPhone 8 or higher model to run iOS 16.
My recommendation to stay another 6-7 years ahead of the curve would be to look at an iPhone 12 or higher model that can run iOS 17 and the new iOS 18 and operate on the faster 5G cellular networks.
iOS 18 will be introduced in the fall.
