Why does my Apple Pay payment say pending?

I have been using Apple Cash to send my little cousin money over the past couple of months with no issue. Now when I send money to him, it says pending on both ends, with no option for him to accept it.


When I sent a test $1 right now it went through. But when I tried the normal amount I would previously send ($25) it did not work and immediately showed pending.

You’ve not verified your identity with Green Dot Bank, servicer of Apple Cash accounts. You allowed to send and receive up to a cumulative total of no more than $500 before you’re required to verify you identity, as required of banks by federal banking regulations.
