You can set Screen Time settings on the iPad without needing another device. Just go to Settings > Screen Time, and make sure you set a Screen Time Passcode that the child does not know. You have many options under the Screen Time settings to limit what the child can do.

To control the settings from your phone you would need to have an iPhone. The same is true for Androids, where it requires one Android device to set controls on another Android device.

When you set a Screen Time Passcode, you will want to make sure you write it down so you do not forget it. There is an option to use an Apple ID/Password in case you forget that Screen Time Passcode, but you may not have an Apple ID if you are using an Android device. You will not want to use your child's Apple ID as they will then be able to reset it themselves. Without using an Apple ID/Password as a backup in case you forget the Passcode, you may need to contact Apple directly in order to reset it if it is forgotten.
