Photos not appearing on iPad

I receive photos on my phone that do not appear on my iPad. My impression is that the phots that appear on my phone are in iCloud. Is there a switch somewhere that I have failed to turn on?

iPad, iPadOS 17

iCloud has a Photos Library; your iPad has a Photos Library; your iPhone has a Photos Library. Photos will make a connected device's Library have exactly the same pictures as the iCloud Library. A device that is not connected to iCloud will have a completely different Library.

On an iPad, in Settings>Apple ID (with your name) >iCloud, "Photos" should say "on." Click there and make sure "Sync this iPad" is turned on. You can also choose to "Optimize Storage" to save space on your iPad, or "Download Originals." "Download" takes a lot more space, but it's a bit faster for some things, and it provides an extra backup. I use "Optimize," but I have "Download" on my Mac.

The iPhone has similar settings.

If your iPad hasn't been connected to iCloud, and you turn it on, then all the pictures (but no duplicates) will be copied to iCloud Photos. Then the pictures in iCloud Photos that weren't on your iPad will be copied to it. And the same will happen with the iPhone, so that all the Photos Libraries will have the same pictures.
