My husband and I have separate Apple IDs. Although we are able to share Calendars and photos via Family Sharing, we are unable to share contacts. I would have thought that when one of us updated a contact, the other would receive the same update. Can we change this?

You could use a joint email account and keep the contacts on that account. Then, both set up the account on your devices.

Contacts are not included in Family Sharing but you can use Airdrop to copy them one by one to another user. See: How to use AirDrop on your iPhone or iPad - Apple Support
