Does deleting my photos from IPhone also delete them on the cloud?

I have 128gb of storage on my iPhone and have 2T of storage on iCloud. How can I save my iPhone photos to iCloud, & it saves to my iCloud so I can delete them on my iPhone for more space?

You cannot. You can optimize storage (settings > photos) to gain space. Anything you delete on device will also delete in iCloud.
