Move apps from System to User

I've set up another user on my Mac to separate work-mode from personal-mode. But since all the apps are stored in the System-folder they are accessible on both users, which I don't want.

For instance: I have Microsoft Teams installed, but I want it only to be available on my work-user.

How do I move the app?

I've tried moving and copying, but it keeps creating an Alias instead.
