I am unable to access to my iCloud ID

What is the issue?

If you forgot your Apple ID Password, then it can be reset using 1 of these 3 options:

If you forgot your Apple ID password - Apple Support

If your iCloud/Apple ID is greyed out in settings, then you have restrictions placed on your device that is preventing Account Changes.
