No restrictions on iPad but says there are

Recently my daughter’s iPad was not letting her play certain games or apps or download apps that had previously been on there. It said it was because of restrictions. There were no restrictions in place. Screen time was OFF. I had to reset the iPad to allow her to play those games. Now I am trying to log out of her Apple ID and into mine so she can restore purchases in a certain app, but it will not let me log her out “due to restrictions”. There are NONE. What gives?? We have used screen time in the past but I am 100% sure it was off during these times. Help!

iPad mini, iOS 12

If you have set a ScreenTime Passcode, this must be removed before you will be able to sign-out from your AppleID account:

Settings > ScreenTime > Change ScreenTime Passcode > Turn Off ScreenTime Passcode

Having disabled the Passcode, you should be able to sign-out from the current AppleID/iCloud.

Be aware that if you sign-out of iCloud and sign-in with a different AppleID, you’ll not be able to change back for 90-days. So as to prevent account abuse, some critical Apple services will only allow one change of signed-in AppleID (on a device) in a 90-day period.

If you need to restore Apps that are associated with your own AppleID, you would be best advised to share Apps with your daughter's AppleID using Family Sharing:

Family Sharing - Apple

Set up Family Sharing – Apple Support

Share App Store, iTunes Store and Apple Books purchases with Family Sharing – Apple Support
