I lost my new iPhone and only have the IMEI number and the purchase bill. Can these help me locate my phone using Find My iPhone?

Are you saying that you did not enable the Find My feature on your phone....before....it was lost?
Other than physically looking for the phone in the area where it was lost, there is no way to learn about the possible location of the phone online if Find My was not enabled on your phone.
The IMEI cannot be used to locate the phone using Find My, but you could include that information in the police report in case someone turns the phone into the police.
