Because of how notifications work on Apple Watch, your phone will only get notifications if you’re actively using it. Otherwise, the Watch will get the notification. So having DND separate isn’t super necessary, as your watch should by default be doing what you’re wanting.

But no, you can’t have DND off on your iPhone and on on your Apple Watch. Not that I know of.

That’s actually the first thing I tried. I’m actually doubting that it’s possible at this point.

That seems to be the consensus.

Have you considered using the mute switch on your phone? That will silence system sounds on your iPhone but should have no effect on the Watch? The drawback, of course, is that it's manual.

Also, as long as the iPhone is locked, all notifications will automatically go to the Watch.

Well, if you use the mute switch, you will lose the "straight to voicemail", I believe, but it will still go there. Unless that is, for some reason, a really important feature, it seems as if it all ends up the same.

You could also try setting up a Focus where, under people you set it to Allow Notifications from and select anyone. Then, under Apps, allow notifications from Messages. I'm not 100% certain this would work and can't test it.
