This subject has been brought up many many times. This is not a good idea and most likely Apple will never implement it. For one, if your phone ever locks up and needs to be restarted, you could not restart it if the keypad won't work and is needed to enter a code to restart the phone.

All the thief has to do is wrap the phone in foil or use a Faraday bag. Needing a code to shutdown the phone will not stop thieves.

How to enable passcode for powering of my iPhone

The question I want to know is WHY you think you need or would want a passcode to turn off an iPhone? As already stated, NONE is needed. But when the phone is powered back on, the phone will require the passcode to get back in the phone. So why would you want one to power it off?
